I have a Ford accessory wheel on my l949 Converible. It is ivory and has a full circle horn ring. To remove the horn ring there is two screws on the backside of the wheel had have to be removed. The original wheel was removed by pushing down and turning it ccw. Some of the these wheels have the horn ring boken off and look like yours. The embellum on mine is ring with good lettering. Not sure what you have?
