Do not block the power valves unless you do not care about efficiency, unburned hydrocarbons, or poor performance. There is absolutely no way the engine can operate, even semi-correctly, under both, full load, and then at cruise load, conditions when utilizing only the main metering jets to control the Air/Fuel mixture. The engine needs 2 different sets of mixture contents for the two different operating conditions. This is not available unless power valves are in use.
