Tubular rivets can be set nicely with a pneumatic tool - I have done it. Brent is correct that the very small tubular rivets could be a problem with an air hammer like for the hood rivets. You do need to buy a special semi-tubular tool bit to use to do it on larger rivets. I bought my tool from Big Flats Rivet company. It works very well on 3/16" semi-tubular rivets used for riveting metal seat fames together and installing the metal seat stops on the wood frame of a coupe seat cushion. I have done both with very nice looking results. You do need to reduce the air pressure to 40-50 # as the tubular end is a little fragile. I think the yellow tool you have in the picture would work fine for hood corner rivets. I think the hood rivets are very similar in size to brake rivets, which the tool was made for setting.
