Ken, A bellows type pump has two one way valves:
The inlet valve allows the bellows to push fuel into the chamber. The outlet valve allows the chamber to dump to the carburetor. There is no pressure regulating action between the two valves. The spring that pushes the bellows limits pressure built by the mechanical pump, but has no limiting effect on fuel pushed through the pump.
