I have never seen these, but my guess would be, they are some aftermarket quick fix for replacing the roller tracks. I think you would have to reverse the roller pins with the cotter pin to the inside.

The Flathead Ted's kit uses a lower plate mounted in the same manner to eliminate the use of the roller tracks on the front brakes.
