I researched all of the Ford Service Bulletins 1928 through 1942 and there is no quantitative instruction about tightening the drag link and tie rod end plugs. I use the 25% spring compression technique because it makes the most technical sense to me. All I did find was qualitative text indicating the drag link and tie rod need to be able to rotate, and not be loose (no play).
