Sounds like a good deal to me. In MD, we pay one fee if the car is over 50 y.o., so no yearly renewals. Still, $53 isn't bad. In a way it is like the electric company. You use no electricity, you still get a minimum bill, just for the privilege of having the electricity turned on.
