If it had 7.2 on the bench test, then it should have the same on the car. I was going to suggest a poor ground at the mounting bolt, but you said you used a jumper wire to ground. Just be sure the clips on the jumper wire are soldered to the wire at each end. I had an alligator clip once with a bad connection because the metal was folded over the wire insulation, and the wire didn't touch the clip.
