If you want a Deluxe front clip on a Standard you need a new Firewall as well, the Deluxe front guards are a different shape where they bolt on.

Yes it is the replacement block but it doesn't have the 59A letters on it. I heard that some US made replacement blocks were designated 41A. But this one would have come from Canada as a Commonwealth...

I had the same thing happen on a 38, when I took the horn centre piece out the steering wheel nut was loose. As soon as it was tightened the problem was solved.
