According to the Ford Green "Bible" 1938-1941 rear fenders for the Commercial Panel are the same. They have the same part #'s. Panels on the truck chassis have a different prefix before the #.

I have a 1/2 ton '40 model panel. In '42 the right rear fender changed. It no longer had the indent for the spare tire. Not sure if '38-'39 rear fenders will work on a '40-'41. My rears are off now...
