A 1.2 to 1.5 Ohm ballast resistor will work for a 1.5 Ohm primary type coil. A person can use a 3 Ohm primary type coil and not need a ballast for 12-volt conversion.

Ford used the steering wheel switches up through 1939 so there are likely other variations. The MAFCA electrical PDF document shows the ones used in the model A era.

There is a kit available from model A sources to repair for deteriorated horn rod internals. A volt/Ohm meter is the best way to test the horn rod assembly.
