Buy some Enamel Reducer for industrial or farm enamel and you'll be spot on.
(Not Acrylic enamel reducer or urethane reducer...you want Enamel...

Did you have the glass replaced?
If so...make sure the arc matches the filler strip.
In the event it's only rubbing at the centre that means they either changed the arc when pounding in the glass...

I agree LPS rust inhibitor is great for the job.
Be aware LPS makes a few other spray products, so get the right one.
I still like Rustcheck as stated.
Use some common sense before dumping...
