use a plastic trash bag between the wheel and tire, it will slide right on, then pull out the bag.

It helps to warm the motor up before you try to tighten the hose clamps. It softens up the hose and lets you get more squeeze on it.

He is saying that the voltage at fast idle should be just over what the voltage is at the battery when the engine is off.
