Collapsing fuel line or vent plugged up. I know you said you had a new cap but it could have a restriction inside it. Had that happen on a new Ram Charger.

Hook the speedo cable up to a drill motor. Caution do not spin it too fast. Variable speed drill is best. I'm not sure about the law on messing with a speedo.

I would guess that they are 1940. You can get studs at auto parts supply, Dorman product.
They can be pressed out & in. They are swaged.
