I agree with Ford Freak. While you can certainly try to rebuild it, excellent quality new ones are still readily available. It yours is frozen, it is likely pitted beyond repair anyway.

I use a Miller 215 Multiprocess machine. Yes, they are costly, but it works very well. If the look of the weld is not important, less expensive machines will do.

You can cap it if you want, but it's not necessary. Just remember to keep the fluid level in the master cylinder high enough so you don't pull any air into the system.

One thing I have done to narrow down the problem is to one by one remove plug wires with the engine running to see which cylinder(s) is acting ugly.

I only ship via UPS now. Sad. If I am buying and the seller requires payment up front, I insist on paying via a means that I can dispute later should an issue arise. I've not had any major issues...
