IMHO Ford designed the rears to lock first with more pressure on the rear shoes due to the action of longer levers in a pulling action as opposed to the fronts where there is a pushing pin action...

I've never had a problem with the slotted rivet adjuster. If memory serves me right it is for equalizing the lash either side of the center of steering.

Make sure you get all the broken pieces out. A friend had a similar problem with the pin that holds the fork. It found its way between meshing gears and as a result it split the transmission case....

I would let the fluid find its own level. At that time you may not be able to see the level by looking under the cap. So simply squeeze the upper hose and if you hear sloshing you have enough fluid....
