If you plan on putting the engine on an engine stand, DON'T use the bell housing, mount the engine at the exhaust manifold...

I used EVAPORUST for the water jackets, not cheap. I agree that the bake shot peen is the best way to go and you have to factor in the cost of the Evaporust.
You want to prime and paint the OUTSIDE...
