Chris - 17 gallons should be the capacity - Dave's book -5-39 speaks to the tanks - looking at how you are pulled in I would imagine you fill from the passenger side like my PU does?

i'd only be concerned if cords are cut - if it's just the white layer and no frayed cords should be good to go. If not swap it out to spare duty.
