sounds like you are trying to use the wrong cable.
The oval speedometer cable end is larger than most other cables, Most universal replacement cables will be too small and slip.

Your inner cable should stick out on the upper end about 1/8 inch, and should go past the bottom of the outer housing about 1 inch.
All reproduction cables are not the same length and some will not...

Pull the inner cable out and look at it, it should pull out easy from the speedometer end. Sounds like it might be broke. Also take the bottom end off and inspect it, if you still don't see anything...

If you are using original Ford inner and outer cables, your inner cable should turn easy and have about 1/8 inch end play when connected to the speedometer.

I have removed stuck glass by heating it with a hot air gun.
It softens the sticky stuff in the gasket that is holding it in there and they usually push out very easy when hot.
