WD40 is a water displacer not a lubricator. Spray some on a metal surface in the weather and see how long until it disappears.

It sounds like you have the wrong seat in your car. As to tilt, try a 1/4 inch shim under the front two bolts to start, going to 3/8 if that helps. I would remove the seat, clean and lube...

Sitting in the drivers seat the right hand side is 1234, the left side is 5678 from front to back. The crab cap should be numbered. One wire at a time.

I had the same issues in 1960 on my 50 Ford. I had the flywheel resurfaced. Should have had it balanced at the same time.

Pulleys can be brazed to repair the seal surface or repair a break. Pre heat in the barby and use it to cool down after. Lathe finish to specs. Shipping from the US would be expensive.
