If you chase the treads as Bruce suggested in Post #6, flush the case with a solvent like kerosene and, in any case, add a magnetic plug at the bottom as Blockhead recommended in Post #8.

If you are not worried about saving the old bearing, you could weld something on to it so that you could use a standard puller. Like a big washer or collar.

I have no idea why a rim flap cannot be used with a radial tire. In the past I have used duct tape to protect the tube from rough spoke ends inside the wheels.
